What the agent actually does
The five steps at full depth: designate, ingest completely in chunks (coverage ledger over every chunk), distill structured knowledge, store it indexed for retrieval, then report and probe. Gaps are recorded as gaps; coverage is never rounded up.

When the host can't
No knowledge-base store: session-only learning, disclosed. No index: the distilled notes themselves are the base, disclosed — answers resting on them say retrieval was by reading the notes. Material too large for complete ingest: ingest in passes and report exactly which parts were covered; never claim the whole.
Conformance — “done when”
The structured distillation is stored and organized (or the disclosed fallback taken), and the study report — coverage, gaps, confidence, probe results — is in the reply.
Persistence class: content-write. Execution report in the reply: required. A user can test any of this by hand — fire the directive, then check the result against the store, the schedule, or the reply itself.
